In complex and high-risk environments, safety does not depend on a single factor but emerges from the interactions between technology, people and organisation. Because these interactions are dynamic and sometimes unpredictable, managing safety requires a systemic perspective. In this unit, which forms part of the ELSE (European Leadership for Safety Education) MOOC, we explore five key challenges to better understand how safety is created, sustained, and challenged.
